Kano sets up 20-man committee to review academic staff pay

The Kano State Government has constituted a 20-man Technical Committee to review the implementation of the newly approved remuneration package for academic staff of state-owned tertiary institutions.

The committee was inaugurated by the Head of Civil Service, Kano State, Hajiya Bilkisu Shehu Maimota, following approval by Governor Abba Kabir Yusuf.

Maimota said the committee was established to critically examine requests from academic staff and state-owned tertiary institutions concerning the implementation of the reviewed remuneration package approved by the Federal Government.

She urged members to carry out the assignment with diligence, objectivity and a strong sense of responsibility, stressing that their report should provide the government with the necessary information to make an informed decision in line with existing guidelines.

Committee to assess pay structure, financial implications

According to the committee’s Terms of Reference, it is expected to collate and review requests, memoranda and supporting documents submitted by affected institutions, alongside relevant Federal Government approvals, circulars and policy instruments governing the reviewed remuneration package.

The committee will determine the applicability of the package to different categories of academic staff in Kano’s state-owned tertiary institutions and identify possible disparities in structures, grade levels and job classifications.

It will also compare the existing remuneration structures with the newly approved Federal Government package and assess the financial implications of implementation.

The assessment will include recurrent personnel costs and projections of the immediate and medium-term impact on the state’s wage bill and budget.

The committee is further mandated to identify areas requiring harmonisation or clarification and examine possible implementation options, including effective dates, phasing, funding mechanisms and transitional arrangements to minimise fiscal pressures.

It will also recommend administrative, financial, legislative and policy measures that may be required to facilitate implementation, should the government approve the package.

Makoda Heads Committee

The 20-member committee is chaired by the Commissioner for Education, Hon. Ali Haruna Makoda, with the Commissioners for Planning and Budget, Hon. Musa Sulaiman Shanono, and Finance, Hon. Ismail Aliyu Dambazawa, serving as members.

Other members include the Special Adviser to the Governor on Labour Matters, Dr. Baffa Sani Gaya; Chairman of the State Payroll Standing Committee, Auwalu Umar Sanda; Accountant-General of the State, Jamila Magaji Abdullahi; and the Rector of Kano State Polytechnic, Dr. Abubakar Umar Farouk.

The committee also includes heads of several state-owned tertiary institutions, representatives of the Joint Consultative Forum and officials from the Office of the Head of Civil Service.

The Permanent Secretary, Establishment, Office of the Head of Civil Service, Abba Adamu Danguguwa, serves as Member/Secretary.

Other officials serving in the secretariat include Safiyya Ali Suleiman, Director, Administration and General Services; Sulaiman Adamu Hodi, Director, Salary and Wages; Musa Namadi Karefa, Deputy Chairman, State Payroll Standing Committee; Ismail Gwadabe Ali, Deputy Secretary; and Kabiru Habibu Kyauta, Principal Assistant Secretary.

Danguguwa assured the committee of the Office of the Head of Civil Service’s support, saying necessary actions would be expedited to ensure the assignment achieves its intended objective.

The committee has three weeks from the date of its formal inauguration to complete its work and submit a comprehensive report to the Office of the Head of Civil Service for onward transmission to Governor Abba Kabir Yusuf.

The review is expected to provide the Kano State Government with a clearer assessment of the proposed remuneration package, its applicability to academic staff and the financial implications of implementation across state-owned tertiary institutions.
