Delivering the keynote address, Professor Nasir Adamu Aliyu SAN of the Department of Public Law, Bayero University Kano, emphasized the transformative role of the institution in justice delivery. He explained that the KMCH, established in 2009 within the High Court premises, was inspired by the “Comprehensive Justice Centre” concept developed by legal scholar Professor Frank Sander. He said the KMCH embodies the judiciary’s commitment to accessible, affordable, and culturally adaptable justice systems, which align with traditional practices such as Sulh, a long-standing method of dispute resolution in Islamic communities. Professor Aliyu outlined three critical priorities for the newly inaugurated council: raising public awareness on ADR as a first-choice option in appropriate cases; ensuring high standards, ethics, and cultural sensitivity among mediators and arbitrators; and promoting innovation through partnerships, technology adoption, and data-driven reform processes. He also called for strategic collaboration between the KMCH and the Kano State Advisory Council of Prerogative of Mercy to assist in resolving criminal matters involving forgiveness, reconciliation, and compensation in line with Sharia principles. He cited the center’s successful mediation of a potentially volatile public dispute between two prominent Islamic clerics in a single sitting, led by respected neutrals such as Sheikh Ibrahim Khalil and Dr. Tahir Adamu (Baba Impossible). In a welcome address, Chief Registrar of the High Court, Barrister Hussein Hassan, described the inauguration as a major advancement in the administration of justice in Kano. He said the establishment of the Governing Council will strengthen coordination and efficiency across mediation, conciliation, arbitration, and restorative justice platforms. He noted that the recently endorsed Practice Direction on Restorative Justice underscores the judiciary’s people-centered approach, focusing on reconciliation and accountability, particularly in criminal matters where social harmony can be restored. Acting Director of the KMCH, Barrister Yahaya Muhd Sani, highlighted the center’s achievements in resolving civil matters such as marital conflicts and business disputes without recourse to the police or lengthy court processes. He stressed that KMCH decisions are binding and enforceable, contributing significantly to decongesting correctional facilities. The event concluded with renewed calls for deeper reflection on the evolving role of ADR in strengthening peace, promoting social harmony, and enhancing justice delivery in Kano. The Kano State Police Command has reaffirmed its commitment to fully enforce the ban on commercial motorcycle operations and the restriction on commercial tricycles between 10:00 pm and 6:00 am in designated parts of the state. The directive was contained in a statement issued on Monday by the Police Public Relations Officer, CSP Abdullahi Haruna Kiyawa, on behalf of the Commissioner of Police, CP Ibrahim Adamu Bakori. According to the statement, the enforcement—earlier announced by the Kano State Government—remains active and operational across nine Local Government Areas, including Kano Municipal, Gwale, Dala, Fagge, Nassarawa, Tarauni, Kumbotso, as well as specific areas of Ungogo (Jido) and Dawakin Kudu (Tambuwal, Gurjiya and Jido wards). The Command noted that the measures are designed to enhance public safety, curb criminal activities, and prevent the spread of unverified information capable of triggering fear or unnecessary tension among residents. The Commissioner of Police called on residents to comply with the regulations and support security agencies in maintaining peace and order across the state. A fresh wave of bandit attacks has unsettled parts of Kano State, with at least 13 residents abducted and two others injured during coordinated night raids on Unguwar Tsamiya in Faruruwa village and the nearby Dabawa community, both in Shanono Local Government Area. The incident, which occurred late Sunday night, came less than 24 hours after another attack on the ‘Yan Kamaye community in Tsanyawa Local Government Area—also a border settlement close to Katsina State—where three people were taken away. Residents told The Historica Nigeria that the gunmen arrived under the cover of darkness, shooting sporadically to disperse villagers before seizing their victims. The two injured persons were reportedly caught in the hail of bullets as the attackers advanced. These back-to-back assaults have deepened anxiety in communities along the Kano–Katsina border, where residents say bandit activities have been rising steadily, leaving many villages on edge. Security agencies have yet to release an official statement regarding Sunday night’s attack.

The Kano State Government has directed all organisations and individuals planning to conduct surveys or censuses in the state to work directly with the Kano State Bureau of Statistics before embarking on any data collection exercise. The directive was contained in a statement signed by the Director, Field Service (Census and Survey), Auwalu Ya’u, who said the order aligns with the Kano State Bureau of Statistics Law No. 2 of 2014 and a recent circular issued by the Office of the Secretary to the State Government (SSG). He stated that Governor Abba Kabir Yusuf had ordered the full enforcement of the law to ensure proper coordination and standardisation of data collection activities across all sectors. He added that such organisations are expected to “notify the Bureau of any planned data-collection activity and obtain written consent before commencement.” They are also required to collaborate with Bureau personnel on questionnaire design, sampling, fieldwork, and data processing to ensure compliance with state standards. The statement further directed that all final research reports be submitted to the Bureau for scrutiny, stating: “Submit a final report of the findings to the Bureau for validation before dissemination.” Mr. Ya’u explained that enforcing the law would help strengthen the quality of data used for planning and development in the state. “Your adherence will strengthen the quality and comparability of data across the state and support evidence-based policymaking,” he said. The statement advised individuals or organisations intending to conduct surveys to contact the Statistician-General or the Director of Field Service for guidance.

The Kano State Government, under the leadership of Governor Abba Kabir Yusuf, has reassured residents that the security and stability of the state remain intact and fully under control. In a statement issued by the Governor’s spokesperson, Sunusi Bature Dawakin Tofa, the government said the assurance followed a State Security Council meeting held on Sunday, the 30th, with security chiefs in attendance, during which the administration reaffirmed its commitment to maintaining peace and public safety across the state. The government also dismissed recent false and sensational security claims circulating online, stating that there is no credible intelligence suggesting any imminent or significant threat to public peace. Individuals spreading fake news were also warned to desist, as such actions threaten public order and will attract legal consequences. Governor Yusuf assured the public that his administration is committed to strengthening intelligence operations, enhancing inter-agency cooperation, and deploying advanced security mechanisms. The government reiterated that Kano will not succumb to fear, misinformation, or attempts to destabilize its peace. “Kano is safe, secure, and fully prepared to confront and defeat any threat,” the statement added, encouraging residents to remain calm and continue their normal daily activities.

The Kano State Government has acknowledged growing public concerns over the resurgence of commercial motorcycle operators, popularly known as Achaba, across several parts of the state. This was conveyed in a statement signed by the Commissioner for Information and Internal Affairs, who confirmed that verified intelligence reports show the presence and spread of Achaba operations in various quarters within Kano metropolis. Similar reports also indicate increased activities of motorcycle operators in nearby and border communities, despite the longstanding ban on the trade in the state. The Government further disclosed that it has received security information about the infiltration of unknown individuals operating motorcycles as commercial riders in some parts of the metropolis. In response, the administration of Governor Abba Kabir Yusuf said it is deploying appropriate security measures to contain the situation and safeguard residents across all 44 Local Government Areas of the state. Troops of Operation MESA under the 3 Brigade, Nigerian Army, have rescued seven persons abducted during a bandit attack on ‘Yankamaye Cikin Gari village in Tsanyawa Local Government Area of Kano State. This was contained in a statement on Sunday by Capt. Babatunde Zubairu, Assistant Director, Army Public Relations, 3 Brigade. He said the incident occurred on Nov. 29 at about 11:00 p.m. Zubairu explained that the troops received a distress call that a large number of bandits on foot had invaded the village, abducting 10 residents and killing a 60-year-old woman. A joint team of soldiers and police operatives immediately mobilised to the area and pursued the attackers along their escape route toward Rimaye. Zubairu quoted the Commander of the 3 Brigade as commending the troops for their bravery, swift response, and professionalism during the operation.
