Kano Reshuffles Civil Service, Appoints 19 Permanent Secretaries

The Kano State Government has approved the appointment of 19 new permanent secretaries and the redeployment of 14 serving permanent secretaries across Ministries, Departments and Agencies (MDAs) as part of efforts to strengthen public service efficiency and improve service delivery.

The Head of Civil Service, Hajiya Bilkisu Shehu-Maimota, announced the appointments and redeployments in a statement issued on Tuesday by the Department of Public Enlightenment in the Office of the Head of Civil Service.

According to the statement, the changes are aimed at repositioning the state civil service for greater efficiency, professionalism and effective implementation of the administration’s development agenda.

Shehu-Maimota described the appointments as a call to higher responsibility and selfless service, urging the newly appointed and redeployed permanent secretaries to justify the confidence reposed in them.

She charged the affected officers to work closely with their respective ministries, departments and agencies to advance government policies and programmes while ensuring improved service delivery to the people of Kano State.

The Head of Civil Service also urged the appointees to discharge their responsibilities with diligence, professionalism, integrity and accountability.

She expressed confidence that the officers would uphold the core values of the Kano State Civil Service through excellence, transparency, innovation and dedication to public service.

The 19 Newly Appointed Permanent Secretaries

According to the appointment list, the newly appointed Permanent Secretaries are:

1. Muhammad Sani Suleiman — From the Office of the Head of Civil Service (OHCS) to Policy and Administration, Government House.
2. Bashir Yusuf Al-Awwal — From OHCS to Policy and Strategy Directorate, Government House.
3. Bashir Ado Gaya — From OHCS to Attorney-General and Solicitor-General (AGS), Deputy Governor’s Office.
4. Dr. Sani Lawan Gwarzo — From Kano State Secondary Schools Management Board (KSSSMB) to Special Duties Directorate, Deputy Governor’s Office.
5. Abdulkadir Shehu — From OHCS to Ministry of Health, effective from September 20, 2026.
6. Umma Dallatu — From OHCS to Ministry of Planning and Budget.
7. Muhammad Musbahu Yahuza — From the Ministry of Land and Physical Planning to the Ministry of Land and Physical Planning.
8. Rabi Ibrahim Waya — From the Ministry of Justice to the Ministry of Livestock Development.
9. Hauwa Nuhu Wali — From KSSSMB to the Ministry of Religious Affairs.
10. Dr. Halima Ibrahim Mukhtar — From SRCOE, Kumbotso to the Ministry of Investment and Commerce.
11. Uwani Ahmad Balarabe — From KSSSMB to the Ministry for Special Duties.
12. Tsoho Aliyu Rogo — From KSSSMB to the Ministry of Information.
13. Engr. Dauda Garba — From the Ministry for Local Government to the Ministry of Power and Renewable Energy.
14. Idris Lawan Shanono — From Kano State Agency for the Control of AIDS (KASCEPS/CAS) to the Ministry of Youth and Sports.
15. Umma Abbas Sunusi — From the Ministry for Local Government to the Ministry of Culture and Tourism.
16. Aishatu Abdulkadir — From SPH CMB to the Ministry of Women, Children and Persons with Disabilities.
17. Hannatu Ado Gwaram — From KSSSMB to the Servicom Directorate.
18. Nura Abba Dandago — From KSSSMB to the Council of Emirs.
19. Rabi Inuwa Hussain — From Kano Educational Resources Directorate (KERD) to the Kano Educational Resources Directorate (KERD).

The statement directed that all handing-over and taking-over processes arising from the appointments and redeployments should be concluded on or before August 12, 2026, while the changes take immediate effect, except where a specific effective date was indicated.
