Court Dismisses Suit Seeking to Halt Statutory Allocations to Kano LGAs

A Federal High Court sitting in Kano has dismissed a suit filed by Abdullahi Abbas, a chieftain of the All Progressives Congress (APC), and one other person, seeking to stop the disbursement of statutory allocations to the 44 Local Government Areas of Kano State. The suit, filed by Abbas, Aminu Aliyu-Tiga, and the APC through their counsel, Sunday Olowomoran, was brought via a motion ex parte dated October 28 and filed on November 1, 2024. This was conveyed in a statement issued by the court today, following the ruling of Justice Simon Amobeda. Read Also: How Kano People Missed Dr. Ganduje The respondents in the suit include the Central Bank of Nigeria (CBN), the Federal Account Allocation Committee (FAAC), Revenue Mobilization Allocation and Fiscal Commission (RMAFC), the Accountant-General of the Federation, Minister of Finance, Auditor-General of the Federation, and the Attorney-General of the Federation. Others listed as respondents were the Secretary to the Government of the Federation (SGF), Kano State Government, Attorney-General of Kano State, Kano State Independent Electoral Commission (KANSIEC), and the 44 local governments in Kano State. The plaintiffs had asked the court to declare that the 12th to 55th respondents were not democratically elected, as required under Section 7(1) of the 1999 Constitution (as amended). They also sought an order restraining the Federal Government, CBN, and the Accountant-General from releasing statutory funds to the Kano LGAs. In his ruling, Justice Amobeda cited Order 50 Rules 3, 4, and 5 of the court, noting that although a notice of discontinuance was filed, it came after a hearing date had been fixed. “To avoid resuscitating the case in the future, the proper order to make is to dismiss the case. In view of this, leave is hereby granted to the applicants to withdraw the case. The suit is hereby dismissed with no cost,” the judge ruled. Earlier, applicants’ counsel, Sunday Olowomoran, on behalf of lead counsel Abdul Adamu-Fagge, SAN, made an oral application to withdraw the suit, informing the court that the matter had already been appealed and the appellate court ruled on June 30 that the Federal High Court lacked jurisdiction, directing the matter to the Kano State High Court. In their responses, various counsels to the respondents urged the court to dismiss the suit with substantial costs. Counsel to the CBN and RMAFC, B. D. Uche and S. G. Ahmad, demanded N1 million each in costs. Counsel to the Attorney-General of the Federation, Tajudeen Abdullahi, sought N2.5 million in costs. Bashir Yusuf-Muhammad, representing the Kano State Government, requested N2 billion, while Kano Attorney-General’s counsel, Sani Mustafa-Dauda, demanded N5 million. Counsel to KANSIEC, Ibrahim Wangida, urged the court to dismiss the suit, not strike it out, stating that the commission suffered “psychological and physical trauma” during the case. He requested N2 million in costs. Counsel to the 44 LGAs, Eyitayo Fatogun, SAN, also sought N2 million, while counsel for the 44 elected LG chairmen, Mustapha Hussaini, demanded N44 million in damages. The News Agency of Nigeria (NAN) recalls that on October 23, 2024, the same court halted the conduct of Kano local government elections earlier scheduled for October 26, 2025, until KANSIEC is properly reconstituted, following a prior court ruling that dissolved the commission for partisanship.

Paramilitary Recruitment Resumes as FG Fixes Portal Glitches

The Federal Government has announced that the online recruitment portal for Nigeria’s paramilitary agencies will reopen on Monday, July 21, 2025, following a temporary suspension aimed at optimizing system performance. This was conveyed in a statement posted via the official X account of the Civil Defence, Correctional, Fire and Immigration Services Board (CDCFIB) on Sunday. According to the statement, applicants who had successfully initiated their applications are advised to revisit the portal and complete the process via https://recruitment.cdcfib.gov.ng. The system will reopen on Monday, July 21st, 2025,” the statement read in part. The CDCFIB, which oversees recruitment into the Nigeria Security and Civil Defence Corps (NSCDC), the Nigerian Immigration Service (NIS), the Nigerian Correctional Service (NCoS), and the Federal Fire Service (FFS), had temporarily suspended the recruitment process on July 16, 2025. The board explained that the suspension was necessary to carry out critical system upgrades, aimed at improving the platform’s capacity to manage high traffic and ensure a fair, transparent, and efficient recruitment process. The recruitment exercise was initially slated to begin on June 26, 2025, but was later postponed to July 14 following widespread complaints of access issues. During that period, users encountered frequent crashes, login errors, and incomplete application submissions due to server overload. These challenges prompted the temporary shutdown to strengthen the infrastructure and avoid a recurrence. The nationwide recruitment drive is open to qualified Nigerians under three main categories: General Duty or Superintendent Cadre, Inspectorate Cadre, and Assistant Cadre, depending on the applicant’s academic qualifications. Acceptable qualifications range from Senior Secondary Certificate Examination (SSCE) to bachelor’s degrees and relevant professional certifications. Applicants must be Nigerian citizens by birth and aged between 18 and 35 years. Candidates must also meet specific physical fitness standards, including a minimum height of 1.65 meters for men and 1.60 meters for women. Male applicants must have a chest measurement of at least 0.87 meters. All applicants are required to submit a medical fitness certificate issued by a recognized government hospital. The board emphasized that individuals with criminal records or a history of financial misconduct will be disqualified. Only shortlisted candidates will be contacted for the next phase of the process, and no third party is authorized to act on behalf of the board. The board also reminded applicants that the recruitment process is entirely free of charge.

The Nigerian Meteorological Agency (NiMet) has forecasted widespread thunderstorms and rainfall across parts of the country between Monday and Wednesday. In a weather outlook issued on Sunday in Abuja, NiMet said early morning thunderstorms and rain are expected on Monday in northern states including Taraba, Adamawa, Kebbi, Borno, Yobe, Gombe, Bauchi, Sokoto, and Kaduna. Other parts of the North will remain mostly sunny with patches of clouds. Later in the day, thunderstorms accompanied by moderate rainfall are likely in Adamawa, Taraba, Kebbi, Bauchi, Borno, Gombe, Katsina, Kano, Zamfara, Kaduna, and Yobe. For the South, NiMet predicts cloudy morning conditions, followed by light rains in parts of Imo, Abia, Bayelsa, Rivers, Cross River, and Akwa Ibom. On Tuesday, northern states will experience mostly sunny skies with intermittent clouds in the morning. Bauchi, Gombe, Yobe, and Jigawa are forecasted to have thunderstorms and moderate rain. Later in the day, storms are likely in Adamawa, Taraba, Kano, Katsina, and Kaduna. In the central region, morning thunderstorms and light rain are expected in Plateau, Benue, and Nasarawa, with further rain likely in Plateau, Niger, FCT, and Nasarawa by evening. The South will see morning clouds, with Akwa Ibom and Cross River experiencing early rain. Moderate showers are expected in Ondo, Imo, Enugu, Anambra, Abia, Edo, Rivers, Delta, Bayelsa, and surrounding states later in the day. By Wednesday, sunny spells with scattered clouds are forecast for the North, with morning thunderstorms in Katsina, Kano, Bauchi, Sokoto, and Taraba. Rain is expected in Yobe, Jigawa, Kaduna, Bauchi, Borno, and Kebbi later in the day. The central states including FCT, Plateau, Niger, and Kwara may experience rainfall in the afternoon and evening. In the South, light morning rain is likely in Enugu, Cross River, and Akwa Ibom, followed by heavier rainfall in Ebonyi, Abia, Edo, Ondo, Delta, Bayelsa, Rivers, and others. NiMet urged the public to take precautionary measures, warning that strong winds may precede thunderstorms in some locations. “Driving under heavy rain should be avoided. Disconnect electrical appliances from sockets. Stay away from tall trees to prevent injuries from falling branches,” the agency advised. Ganduje’s Associates Reassure Public of His Well-being

Close associates of the immediate past National Chairman of the All Progressives Congress (APC) and Chairman of the Board of the Federal Airports Authority of Nigeria (FAAN), Dr. Abdullahi Umar Ganduje, have dismissed rumours circulating on social media suggesting he is hospitalised in London. Speaking in an interview with DCL Hausa on Wednesday, Salihu Tanko Yakasai, a longtime political ally of Dr. Ganduje, described the claims as false and unfounded. “Dr. Ganduje is in good health. He travelled two days before the passing of former President Muhammadu Buhari. I am aware that he even visited the late president privately, though there were no pictures because it was not an official visit. In sha Allah, he will return home in sound health,” Yakasai said. It will be recalled that Ganduje’s absence during President Bola Ahmed Tinubu’s condolence visit to the family of late business mogul Alhaji Aminu Dantata in Kano stirred reactions in the political space. However, in a statement earlier released by his former Chief of Staff, Muhammad Garba, it was clarified that Dr. Ganduje had a pre-scheduled engagement in London, which kept him away from public events temporarily. The Director General of The Progressive Institute (TPI), Abuja, Dr. Lanre Adebayo, has linked the rising insecurity in Nigeria to the irresponsible speeches and conduct of some political leaders, particularly from opposition parties. This was conveyed in a statement signed by Wale Abideen, Head of Media Unit of the Institute. Speaking during an interactive session with civil society activists, media professionals, and political stakeholders in his office, Dr. Adebayo said many politicians fail to draw the line between electioneering and governance, often spreading false narratives just to score political points. He therefore called for caution, urging political, community, and religious leaders to desist from inciting their followers into violence. Dr. Adebayo emphasized the need for pragmatic, constructive criticism from opinion leaders to help sustain peace and stability in the country. On policy direction, the TPI Director General revealed that the APC Think Tank would soon present a 3-day midterm review of President Bola Ahmed Tinubu’s Renewed Hope Agenda in its sectoral form. “The TPI Midterm Review is to provide a platform that will project the government in its real sense. It’s a window to boost the government’s image. The program will carry out an exhibition of government achievements. We’re carrying out a sector-by-sector scorecard of the President,” he said. He added that the review will include an analysis of campaign promises versus actual performance in the last two years. Dr. Adebayo also raised concerns about the absence of strong ideological foundations among political parties in Africa. He encouraged Nigerian politicians to uphold democratic values and develop distinct identities for their parties. “TPI is currently working on strengthening the APC ideology to provide a clear direction and sense of identity for the party,” he added.

Uzodimma Advocates Creation of New States in South-East to Address Marginalisation

Imo State Governor, Senator Hope Uzodimma, has called for the creation of additional states in the South-East geopolitical zone to correct what he described as longstanding under-representation in Nigeria’s national institutions. The governor made the appeal on Saturday during the South-East Zonal Public Hearing on the ongoing constitutional review process, covering Imo and Abia States. The hearing, held in Owerri, the Imo State capital, was attended by key stakeholders including government officials, political leaders, traditional rulers, religious figures, women’s groups, and civil society representatives. Governor Uzodimma highlighted that the South-East remains the only zone in the country with five states, while others have six or more, a disparity he said has resulted in political and economic disadvantages. “Every other zone has six or more states. This imbalance has led to under-representation in critical national institutions—from the National Assembly to the Federal Executive Council. It has shrunk our voice and abridged our inclusivity,” Uzodimma stated. He strongly proposed the creation of Anim State, which he noted would qualify as an oil-producing state, thus making it commercially viable and capable of sustaining itself economically. He also advocated for the creation of new local government areas in the South-East to further enhance grassroots development and representation. On national leadership, the governor supported calls for the presidency to rotate among the six geopolitical zones rather than the current north-south dichotomy. He further endorsed the creation of state police, arguing that the centralised policing system is often disconnected from local realities and security needs. Uzodimma’s proposals drew attention to longstanding calls for equity, justice, and balanced development in Nigeria’s federal structure, especially from regions like the South-East that have consistently voiced concerns about marginalisation.

This was conveyed in a statement issued by Malam Muhammad Garba, former Chief of Staff to the APC National Chairman, who emphasized that Dr. Ganduje’s resignation has no bearing on his longstanding and cordial relationship with President Tinubu, a bond built on mutual respect and years of political collaboration. Garba also reaffirmed that “the APC in Kano remains fully united, loyal, and committed to the vision and leadership of President Tinubu,” underscoring the party’s steadfast support for the Renewed Hope Agenda. ICPC to Arraign KANSIEC Chairman Over Alleged N1bn Money Laundering

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) is set to arraign the Chairman of the Kano State Independent Electoral Commission (KANSIEC), Professor Sani Lawan Malumfashi, over alleged laundering of more than N1 billion. Two other senior officials of the Commission, KANSIEC Secretary, Anas Muhammed Mustapha, and a Deputy Director in the Accounts Department, Ado Garba will also be arraigned. All three are scheduled to appear before a Federal High Court in Abuja on Monday, July 21, 2025. According to a statement issued on Friday by ICPC spokesperson, Demola Bakare, the anti-graft agency’s investigation revealed that the accused persons allegedly conducted unlawful cash transactions between November and December 2024 in violation of financial regulations and anti-corruption laws. Read Also: ‘We Lost a Titan’ — Tinubu Pays Condolence Visit to Dantata Family Court filings indicate that under Malumfashi’s leadership, KANSIEC transferred a total of N1.02 billion from its Unity Bank account to a private firm, SLM Agro Global Farm, which reportedly had no formal engagement or contract with the Commission. The defendants claimed the funds were intended to be converted into cash to pay ad hoc staff who participated in Kano’s local government elections, and that the entire amount was later returned in cash to KANSIEC. However, ICPC’s investigation found otherwise. “The defendants argued that the transfers made to SLM Agro Global were intended to raise cash for payment of ad hoc staff. They claimed the firm returned all such funds to KANSIEC in cash. But the investigation showed a different narrative,” the statement read. Bakare explained that a letter from the defendants to the Manager of Unity Bank, Zoo Road branch in Kano, requested a transfer of N59.4 million, accompanied by a cheque of the same value and a list of 468 Electoral Officers and 42 Assistant Electoral Officers, complete with their bank details for direct payments. The bank reportedly honored the request, and all listed beneficiaries received their payments through the banking system. “The claim that electronic transfers would have been too slow for paying ad hoc staff was found to be a mere conjecture, a smokescreen to conceal corrupt practices and a weak justification for money laundering,” Bakare stated. The ICPC also raised concerns over the alleged misappropriation of N20 million reportedly budgeted for a verification team assigned to screen candidates across Kano’s 484 Wards and 44 Local Government Areas. The Commission revealed that, contrary to the stated purpose, all candidate screenings were conducted at KANSIEC’s headquarters in Kano, with candidates bearing their own transport costs. “Although the 2024 election budget (mistitled as ‘Operation Budget 2025 Elections’) provided N20 million for a team to conduct candidate verification across the state, the entire exercise took place at KANSIEC’s office in Kano. The team never travelled, and the candidates appeared at their own expense,” the statement added. Yet, the third defendant reportedly told ICPC investigators that the full N20 million was disbursed in cash to KANSIEC members who formed the screening team.

‘We Lost a Titan’ — Tinubu Pays Condolence Visit to Dantata Family

President Bola Ahmed Tinubu has described the late Alhaji Aminu Dantata as a titan of integrity, humility, and generosity, whose life was dedicated to service, philanthropy, and devotion to others. This was conveyed in a statement signed by Bayo Onanuga, Special Adviser to the President on Information and Strategy, following the President’s condolence visit to the Dantata family in Kano on Friday. During the visit, President Tinubu said Alhaji Dantata embodied the highest values of public service and human compassion. I came to condole with the Dantata family and the good people of Kano. He was not just a respected figure; he was part of my family,” the President said. President Tinubu recalled the counsel and prayers he received from Alhaji Dantata during the 2023 presidential election campaign. “I came to him for prayers before the election, and he gave me his blessings. I promised to come back and thank him, but instead of me visiting, he came to Abuja. That was the kind of man he was: humble, simple, and sincere,” the President noted. He praised the late elder statesman for his unwavering honesty, compassion, and generosity, describing him as a man who lived for others. “If friendship and goodwill continue into the hereafter, Dantata will be there in the marketplace, feeding the hungry and comforting the sick. He gave so much of himself to the service of our country and its people,” he said. The President extended heartfelt condolences to the Dantata family, the government and people of Kano State, and the entire nation. “We have lost a titan. We have lost the conscience of our country. May Allah, in His infinite mercy, grant him Aljannah Firdaus,” he prayed. President Tinubu also offered prayers for peace, strength, and solace for the bereaved family and all those mourning the departed elder. Speaking on behalf of the government and people of Kano State, Governor Abba Kabir Yusuf expressed gratitude to President Tinubu for his compassion and unwavering support during the mourning period. He recalled that following the elder statesman’s passing, the President dispatched a high-powered federal delegation to Saudi Arabia, led by the Minister of Defence, to attend the funeral rites. The Governor also led a state delegation, alongside his Jigawa State counterpart, to join the federal delegation at the burial in Medina. “The entire process was seamless and successful, thanks to your leadership and support. We also know your appeals to Saudi Arabia and Dubai leaders, which facilitated the necessary arrangements. For this, we remain grateful,” Governor Yusuf said. He commended the President for previously sending the Vice President, Senator Kashim Shettima, and another federal delegation to condole with the family before personally taking time to visit despite his demanding national schedule. “We pray Allah (SWT) grant our father and elder statesman eternal rest. We also pray for your continued strength and good health, so that you may continue to deliver on your commitment to building a better Nigeria,” the Governor added. The eldest son of the deceased, Alhaji Tajudeen Aminu Dantata, thanked the President for honouring the family with his presence and support. “Much has been said today about His Excellency’s swift and heartfelt response upon hearing of our father’s passing. We cannot thank you enough. You have demonstrated closeness with him while he was alive, and even in his death, you have proven that he was a dear brother and friend. “We witnessed your relationship with him before you became President. We saw how you engaged with him during his lifetime and reacted to his demise. On behalf of the family, we thank you wholeheartedly,” he said. Alhaji Tajudeen Dantata assured the President that the family would uphold the values and legacy of their late patriarch. “We pray for your continued good health, Your Excellency, and for the courage and tenacity you have shown in your efforts to lead our nation forward. May you succeed in your mission to build a greater Nigeria,” he said. Among those who accompanied the President on the condolence visit were Senate President Godswill Akpabio, Deputy Senate President Barau Jibrin, Minister of Defence Mohammed Badaru Abubakar, Minister of Women Affairs Imaan Sulaiman-Ibrahim, Minister of State for the FCT Mariya Mahmud, Minister of State for Education Suwaiba Said Ahmad, and Minister of State for Housing and Urban Development Yusuf Abdullahi Ata. Also present were the Governor of Jigawa State, Umar Namadi; Alhaji Aliko Dangote, a nephew of the late Aminu Dantata; elder statesman Alhaji Tanko Yakasai; and businessman Alhaji Mohammed Indimi.
