Kano Assembly passes bill to regulate private schools, curb arbitrary fee hikes

The Kano State House of Assembly has passed the Kano State Private and Voluntary Institutions Board (Amendment) Bill, 2026 (1448 AH), with recommendations aimed at strengthening the regulation and management of private and voluntary educational institutions across the state.

The bill was passed during Monday’s plenary after lawmakers considered and adopted the report of the House Committee on Education, which conducted public hearings and engaged relevant stakeholders before presenting its findings to the Assembly.

Speaking after the passage of the bill, the Speaker of the House, Isma’il Jibrin Falgore, commended members for their contributions throughout the legislative process, describing the amendment as a significant step towards improving the administration of private and voluntary schools in Kano State.

The amended bill provides for the creation of the office of Executive Secretary to ensure more effective management of the board.

It also requires private and voluntary schools and institutions to obtain approval before increasing tuition or other fees.

The legislation is further designed to protect parents and guardians from arbitrary fee increases by private educational institutions by ensuring that proposed increases are subjected to regulatory oversight.

The amendment followed extensive consultations with stakeholders during public hearings organised by the House Committee on Education before its final consideration and passage by the Assembly.
