CSO Petitions Kano Assembly, Seeks Probe of Aminu Abdussalam Gwarzo Over Alleged N308m Diversion

A Kano-based civil society organisation, One Kano Agenda, has petitioned the Kano State House of Assembly, calling for a legislative investigation into allegations that former Deputy Governor, Comrade Aminu Abdussalam Gwarzo, diverted N308 million allegedly earmarked for special prayer programmes across the state’s 44 local government areas.

The petition, dated July 2, 2026, was addressed to the Speaker of the Kano State House of Assembly and signed by the Director-General of the organisation, Ambassador Abbas Abdullahi Yakasai.

According to the group, the petition was prompted by allegations made by the Special Adviser to the Kano State Governor on Tsangaya Education, Sheikh Musa Falaki, who claimed that funds approved for special prayer sessions over a seven-month period were diverted.

The organisation stated that, according to the allegations, the 44 local government councils contributed N44 million monthly to finance the prayer programme, which was reportedly to be coordinated by Sheikh Musa Falaki and Sheikh Ibrahim Sheshi Maihula.

However, the clerics were said to have denied receiving any funds or conducting the prayer sessions, raising concerns over the alleged disbursement of a total of N308 million.

OKA noted that the allegations have generated widespread public concern and raised questions about accountability, transparency and the management of public resources in the state.

The organisation argued that the Kano State House of Assembly, as the constitutionally empowered oversight institution, has a responsibility to investigate matters of significant public interest, particularly allegations involving public funds.

Among its requests, the group urged the Assembly to institute an independent legislative investigation into the alleged diversion of funds meant for the special prayer programme across the 44 local government areas.

It also called on the lawmakers to invite former Deputy Governor Comrade Aminu Abdussalam Gwarzo, officials of the Association of Local Governments of Nigeria (ALGON), Sheikh Musa Falaki, Sheikh Ibrahim Sheshi Maihula, and representatives of the Kano State Public Complaints and Anti-Corruption Commission (PCACC) to provide clarification on the allegations.

The petition further requested the Assembly to establish the actual amount of public funds involved, determine whether due process was followed in the approval, disbursement and utilisation of the funds, recommend appropriate legal or administrative actions where evidence of wrongdoing is established, and ensure the recovery of any public funds found to have been misappropriated.

The organisation stressed that its petition was not intended to prejudge any individual or institution, but rather to promote transparency, accountability and due process in the management of public resources.

As of the time of filing this report, Comrade Aminu Abdussalam Gwarzo had not publicly responded to the petition or the allegations contained therein. The allegations also remain unproven, and no court has made any finding of wrongdoing against him.
