Securing Our Future: The Case for the Northern Nigeria Security Trust Fund – Muhammad Sanusi Sa’id Kiru

The inauguration of the Board of Trustees for the Northern Nigeria Security Trust Fund (NNSTF) is a landmark event that signals a paradigm shift in our region’s approach to security. I heartily commend the Northern States Governors’ Forum for this bold, necessary initiative, which serves as a critical investment in the peace and prosperity of our people.

​This new coordinated arrangement is particularly commendable as it finally addresses a long standing vulnerability in our regional security architecture. In the past, we witnessed a recurring cycle where a proactive state would drive criminals out of its territory, only for those same criminal elements to retreat a few kilometers across state lines into areas with less stringent security measures. By fostering this unprecedented level of synergy and regional coordination, the NNSTF will effectively block the movement of criminals between states, ensuring there is no longer a “safe haven” created by disjointed security protocols.

​I also wish to extend my warm congratulations to the distinguished members appointed to the Board of Trustees. Their selection reflects a deep commitment to excellence and national service. The board is guided by the co chairmanship of Alhaji Mahmoud Yayale Ahmed, CFR, and General Martin Luther Agwai, CFR—two figures whose records of service and dedication to the national interest are beyond reproach. Furthermore, the board members bring an unparalleled breadth of experience, ranging from the upper echelons of the military and police to governance and civil service expertise. By incorporating seasoned professionals from across the northern states—such as former Chief of Army Staff Lt Gen Umar Farouk Yahaya (rtd), former SGF Barr Boss Mustafa, CFR, and various security and administrative leaders—the forum has ensured a comprehensive, well rounded, and locally informed approach to regional security governance.

To the appointees, I appeal for unwavering dedication. The task ahead is undoubtedly arduous, but the safety and future of our region depend on your resolve. I urge you to prioritize several strategic focus areas: establishing a transparent and robust financial framework to maintain public trust, championing the integration of community based intelligence networks for proactive threat mitigation, and adopting innovative ways to utilize the vast, dense forests—such as Dajin Rugu, Birnin Gwari, and the Falgore Forest—which have unfortunately become safe havens for bandits.

Furthermore, the board must adopt long term strategies to forestall the emergence of future criminal elements by providing essential services to Fulani nomads, such as nomadic schools, specialized healthcare, organized markets, and well managed grazing reserves, which will foster sustainable stability.
​The creation of the NNSTF marks a departure from fragmented, reactive measures. Instead, it fosters a collaborative environment where resources, intelligence, and strategies can be harmonized. This fund is poised to serve as the backbone for sustainable security, providing the necessary financial and technical support to address threats that respect no state boundaries. When security is prioritized through such a structured, high level mechanism, we provide a safer environment for our economic, educational, and social development to thrive.
​In conclusion, the success of this initiative rests not only on the shoulders of the Board of Trustees but also on the collective support of the stakeholders they serve. Transparency, accountability, and consistent commitment will be the hallmarks that define the NNSTF’s impact. We must view this fund as a vital pillar in our quest for a safer, more resilient North. As the Board of Trustees begins its crucial work, it is incumbent upon all citizens, civil society, and policymakers to lend their full support to this mission. By aligning our efforts with this regional vision, we ensure that we are not just addressing the crises of today, but building a robust foundation for the security of tomorrow.
