Retirement: Kano orders aged, long-service workers to vacate offices

The Kano State Government has directed civil servants who have attained the statutory retirement age or completed the required length of service to immediately vacate their offices and hand over government documents, property and official duties to their immediate subordinates.

The directive was contained in Circular No. 10/2026 dated October 6, 2026, and signed by the Permanent Secretary, Establishment, Abba A. Danguguwa, on behalf of the Head of the Civil Service.

The circular, referenced HCS/GEN/3/T.1, was addressed to the Chief of Staff to the Governor, Secretary to the State Government, Permanent Secretaries, Commissioners, Special Advisers, heads of ministries, departments and agencies, as well as heads of boards and commissions.

The state government said it had observed that some civil servants continued to remain in office and operate in official capacities after attaining the prescribed retirement age or completing the required period of service.

“It has come to the attention of this Office, unequivocally, that it has become ubiquitous amongst Civil Servants that holds the audacity to stay, continue working and operate in an official capacity after reaching their statutory retirement period,” the circular stated.

The government said such a practice was contrary to the long-standing tradition of ensuring a seamless transition of retiring officers with decorum and dignity.

It warned that remaining in service beyond the statutory retirement period constituted a violation of the Kano State Civil Service Rules and other extant regulations governing the public service.

Consequently, the government directed all affected officers to “immediately proceed to exit and hand over all official documents, government property, and duties to their immediate subordinates.”

It further directed accounting officers, including Permanent Secretaries and heads of government agencies, as well as directors responsible for administration and personnel, to ensure strict and immediate compliance with the directive.

The government also warned that officers who aid, abet or condone the continued stay of retired civil servants in office would face disciplinary action in accordance with the applicable rules and regulations.

The directive is expected to ensure compliance with statutory retirement provisions and facilitate the orderly transition of responsibilities within the state civil service.
