OAGF documents reveal staff postings to PFIPC despite FG’s denial

Fresh official documents have raised further questions over the Federal Government’s insistence that the Presidential Foreign Intervention Promotion Council (PFIPC) does not exist, revealing that the Office of the Accountant-General of the Federation (OAGF) approved the redeployment of federal civil servants to the agency last year.

The documents emerged amid growing public scrutiny following the Federal Government’s denial of the existence of the PFIPC and the appointment of Adeniyi Adeyemi as its Director-General.

A circular dated August 28, 2025, and signed by the OAGF’s Director of Administration, Dauda Abdulhamid, showed that treasury officers from the Federal Ministry of Foreign Affairs and other Ministries, Departments and Agencies (MDAs) were officially posted to the PFIPC.

Recipients of the circular included permanent secretaries and heads of major federal institutions, including the Office of the Secretary to the Government of the Federation (OSGF). The OAGF stated that the redeployments were aimed at strengthening service delivery.

The circular directed all affected officers to submit their assumption-of-duty certificates to the Office of the Accountant-General on or before September 11, 2025.

It also warned that failure to comply with the posting directive would attract sanctions in line with the provisions of the Public Service Rules.

“I am further directed to reiterate that all officers are to note that failure to comply with this posting instruction shall be treated in accordance with the provisions of the Public Service Rules PSR 020602 (iv),” the circular stated.

Among those redeployed was Omeh Amarachukwu Henry, a Principal Auditor on Grade Level 12, who was transferred from the Federal Ministry of Foreign Affairs to the Audit Unit of the Office of the Director-General, Presidential Economic Advisory Council (PEAC), specifically assigned to the Presidential Foreign Intervention Promotion Council.

Also posted from the ministry to the PFIPC Accounts Unit were Wakili Saidu Lampo, a Senior Auditor on Grade Level 10, and Ojo Akinpelu Victor, an Accounts Officer on Grade Level 13.

Efforts to obtain a reaction from the spokesperson of the Office of the Accountant-General of the Federation, Bawa Salihu Mokwa, were unsuccessful as of the time of filing this report.

The controversy intensified after the President’s Chief of Staff, Femi Gbajabiamila, denied that the PFIPC existed under the administration of President Bola Ahmed Tinubu, insisting that Adeniyi Adeyemi had never been appointed to head such an agency.

In response, Adeyemi, during a press conference, alleged that Gbajabiamila demanded financial inducements through a proxy, claiming that N400 million had already been collected while an additional N200 million was requested to facilitate his appointment.

Adeyemi also questioned how the PFIPC was listed on pages 50 and 51 of the 2026 Appropriation Bill and how it was allocated office space within the Federal Secretariat if the agency did not exist.

Despite the emergence of official documents indicating that personnel were posted to the PFIPC, the Federal Government has maintained that the council does not exist and has described Adeyemi as an impostor.

The development has continued to generate widespread public debate, with many Nigerians questioning the apparent contradictions between the government’s position and the official records now in circulation.
