ICPC Wins Court Battle to Investigate Kano Scholarship Board

An Abuja High Court of the Federal Capital Territory (FCT) has upheld the powers of the Independent Corrupt Practices and Other Related Offences Commission (ICPC) to investigate alleged mismanagement of scholarship funds in Kano State. Justice Josephine Obanor delivered the ruling while dismissing a suit filed by the Permanent Secretary of the Kano State Ministry of Higher Education, Dr. Hadi Bala, and others who had sought to block the ICPC from inviting officials for questioning. The case stemmed from a petition to the anti-graft agency alleging irregularities in the management of Kano’s scholarship funds. In response, ICPC invited officials of the Ministry of Higher Education and the Scholarship Board to provide documents and clarifications. Read Also: Kano Protocol DG’s Petition Loses Ground as Lawyers Withdraw Rather than comply, the applicants approached the court with suit No. CV/2857/2025, filed against the Attorney-General of the Federation and the ICPC, claiming the invitation violated their fundamental rights. Justice Obanor ruled that the Attorney-General was wrongly joined in the case and ordered his name struck out. She further held that ICPC acted within its statutory mandate, stressing that an invitation for investigation does not constitute a breach of rights. The court dismissed the suit for lack of merit, affirming that the ICPC cannot be restrained from carrying out its responsibilities under the law. In its reaction, the ICPC welcomed the judgment, describing it as a significant victory that reinforces its determination to ensure accountability and transparency in the management of public resources.

FCT Minister Reaffirms Commitment to Strengthening Paediatric Surgical Care

The Minister of State for the Federal Capital Territory (FCT), Dr. Mariya Mahmoud Bunkure, has restated the administration’s commitment to improving paediatric surgical care and strengthening healthcare delivery in the territory. Dr. Bunkure made this known on Thursday at the official opening of the 24th Annual General Meeting of the Association of Paediatric Surgeons of Nigeria (Abuja Chapter), held in Abuja. She commended paediatric surgeons for their vital role in safeguarding children’s health, noting that their work embodies compassion, precision, and resilience while contributing significantly to national development. Ex-Hisbah Commanders Accuse Kano Govt of Politically Motivated Dismissal

A group of former Hisbah commanders from all 44 local government areas in Kano State have alleged that they were sacked by Governor Abba Kabir Yusuf’s administration because they refused to join the New Nigeria People’s Party (NNPP) and the Kwankwasiyya Movement. Speaking when they paid a solidarity visit to the Deputy Senate President, Senator Barau I. Jibrin, in Abuja, their leader, Alhaji Ahmad Kadawa, said their removal in 2023 was nothing short of politics. Your programmes have already won the hearts of many in Kano.” Senator Barau, in his response, sympathised with the commanders, describing their dismissal as unfair. He urged them to remain calm and take it as a trial from Allah (SWT), assuring them that justice would come in due time. “By Allah’s grace, the time will come when you will be reinstated and your entitlements paid,” he said, encouraging them to remain patient and law-abiding. As of the time of this report, the Kano State Government had not responded to the allegations.

Wike Appoints Acting Head of Service for FCT Administration

Minister of the Federal Capital Territory (FCT), Nyesom Wike, has approved the appointment of Mrs. Sabanti Nathan as the Acting Head of Service of the FCT Administration. Her appointment follows the passing of Grace Adayilo on September 1, 2025. The development was confirmed in a statement issued on Tuesday by Lere Olayinka, Senior Special Assistant on Public Communications and Social Media to the minister. Until her elevation, Nathan served as Permanent Secretary of the Youth Development Secretariat of the FCTA. The action was announced in a communiqué signed by the association’s president, Dr. George Ebong, and members of the executive committee. The Director of Training and Programmes at the Progressive Institute, Abuja, Hon. Muhammad Sanusi Said Kiru, has extended his felicitations to Muslims in Nigeria and across the world on the occasion of Eid-el-Maulud, which marks the birth of Prophet Muhammad (SAW). NAHCON Repositions Workforce, Reposts Pool Officers to Parent MDAs

The National Hajj Commission of Nigeria (NAHCON) has announced a minor reorganisation within its workforce as part of efforts to eliminate redundancy and reposition the commission for more effective service delivery. In a statement issued in Abuja on Friday, the Deputy Director, Information and Public Relations, Hajiya Fatima Usara, said the decision followed the resolution of the commission’s board at its 14th sitting held between August 26 and 27, 2025. “In line with the board’s resolve, the commission’s executive arm has effected the reposting of pool officers back to their respective ministries, departments and agencies with immediate effect. Accordingly, the affected officers were issued with letters on September 4, 2025,” Usara stated. To complement the reforms, the board also approved the promotion of some deserving officers and endorsed capacity-building programmes for the entire staff to equip them with the necessary skills to achieve NAHCON’s objectives. The Chairman/Chief Executive Officer of NAHCON, Prof. Abdullahi Usman, assured that the commission’s 5th Board would continue to build a resilient workforce dedicated to delivering on its statutory responsibilities to Nigerian pilgrims. “NAHCON will continue to introduce reforms for enhanced productivity,” the spokesperson added.

NRC Overhauls Management to Enhance Safety and Service Efficiency

The Nigerian Railway Corporation (NRC) has announced a major management reshuffle, redeploying several district managers and senior officials while also creating new departments as part of its ongoing reforms. The reorganization, which took effect on September 1, 2025, follows the recent train derailment on the Abuja–Kaduna route in late August. NRC Managing Director, Dr. Kayode Opeifa, said the changes are aimed at improving operational efficiency, accountability, and service delivery. As part of the restructuring, the NRC established the Business Process, Efficiency and Due Diligence Desk, to be headed by Oyekunle Oyewole, and also created a Customer Service Desk with Rita Onyiagha as its Corporate Head. In addition, Dauda Akinola will now serve as the Corporation’s Statistician. Nneka Angelique Ikwuka has been appointed Coordinator for Freight Services on the Lagos–Kano Narrow Gauge line, while Naomi Itajobi is now the Regional District Manager for the Western District. Engr. Suleiman Obafunsho was named Project Coordinator for the Lagos–Kano Narrow Gauge Rehabilitation project, with Engr. Ilesanmi Ayokunle taking over as District Manager in Minna. At the NRC headquarters, Victor Adanu has been assigned as Assistant Director for Train Monitoring and Control. Other appointments include the redeployment of Agwonye Ejike as District Manager, Enugu, and Augustine Arisa as Coordinator of Locomotive Services and Maintenance. Rasheed Adewale Adedeji is now District Manager for Lagos, while Aliyu Mainasara and Zirra Marcellinus assume similar positions in Zaria and the North Eastern District respectively. Wyep Najul has been named Coordinator for the Warri–Itakpe Standard Gauge, and Mohammed Ibrahim will continue in his role as Manager of the Abuja–Kaduna Train Services. Dr. Opeifa said the restructuring reflects the corporation’s determination to strengthen railway operations across the country while addressing recent safety concerns.
